成都市低排放区限行措施方案研究

摘要
在人口分布密集的大城市中心区对高污染排放机动车进行管控,不仅有利于缓解城市拥堵,还有利于改善大气环境.成都作为全国汽车保有量第一的大型城市,若能实施低排区限行管控,将对改善大气污染和交通缓堵产生重要影响.本文在分析成都市大气污染物排放与机动车管控现状的基础上,借鉴国内外先进城市经验,设计了成都市低排放区限行方案,并对实施效果进行定性和定量预判.最后分析该政策实施的合法性,提出政策推广所必要的配套保障条件,以期为下一步的政府决策提供相关参考依据.
Abstract
It's conducive to easing urban congestion and improving the atmosphere for densely populated urban centers to control high-polluting vehicles.As the largest city in terms of automobile ownership in China,low emission zone will have significant impact on Chengdu.Drawing on the experience of advanced cities at home and abroad,on the basis of analyzing about current situation of air pollutant emissions and motor vehicle control in Chengdu,a low emission area traffic restriction plan of Chengdu was designed,and the effect was predicted qualitatively and quantitatively.Finally,in order to provide reference basis for government decision-making,this article analyzes the legality of this policy,and proposes the necessary supporting conditions for policy promotion.
