Effectiveness Evaluation of the Universities'Development-Oriented Financial Aid in Nurturing Talents Based on the Theory of Public Policy Evaluation:Taking the Applied Undergraduate Colleges in Zhejiang Province as an example
Based on the theory of public policy evaluation,a model for evaluating the effectiveness of development-oriented financial aid in nurturing talents was constructed.An empirical study was conducted across all applied undergraduate colleges in Zhejiang Province(a total of 7 institutions).The study validated and refined the hypothetical paths of factors affecting the implementation of development-oriented financial aid policies.The results showed that while policy fairness does not impact other indicators,it has the greatest influence on responsiveness;policy adequacy has a clear path impact on benefits,efficiency,and responsiveness;there is a lack of overall agreement on policy benefits and adequacy;policy efficiency and fairness are well-evaluated among student groups,with efficiency having the least impact on responsiveness.Combining the research,this paper analyzes the existing deficiencies and proposes policy recommendations from aspects such as policy benefits,adequacy,fairness,and team building,aiming to promote the continuous improvement of development-oriented financial aid models in colleges.
