摘要
近年来,跨境电商在国家政策引导、新技术助推和全球疫情等因素影响下实现了跨越式发展.海南洋浦拥有完备的中国特色自贸港建设政策体系,高质量发展外贸新业态、新模式条件已较为成熟.建设洋浦境内海外仓,有利于赋能进口跨境电商创新业态发展,培育海南跨境贸易竞争新优势.海南洋浦境内海外仓的创新发展需要监管机构进一步高水平"一线放开"、海关信息系统流程优化以及高质量的"二线管住",由此推动海南自贸港新业态新模式的差异化发展.
Abstract
Recently,national cross-border e-commerce has achieved leapfrog development under the influence of policy guidance,new technology promotion and global epidemic.Under the strategic framework of"Hainan free trade port"to guide Hainan's long-term development,the policy system for building a free trade port with Chinese characteristics with world influence has been complete,and it is mature in attracting high-quality development of new foreign trade formats and new models.Of course,the landing of overseas warehouses in Hainan Yangpu requires high-level"first-line liberalization"by regulators,optimization of customs information system processes and high-quality"second-line control",thereby leveraging the differentiated development of new formats and new models of Hainan Free Trade Port.
