船舶安全与防污染监督管理是船舶安全管理体系审核与船舶安全检查共同的出发点和落脚点.基于船舶安全管理体系审核与船舶安全检查工作的发展趋势,分析二者融合的必要性,提出二者融合发展的策略,对进一步推进海事依法行政、提升海事执法效率、优化口岸营商环境具有一定的参考意义.
Abstract
Ship safety management and pollution prevention supervision are the common starting point and stopover of ship safety management system audit and ship safety inspection.Through the analysis of the overview,development trend and necessity of integrating ship safety management system audit with ship safety inspection,this paper puts forward the integration development strategy,which has certain reference significance for further promoting maritime administration according to law,improving the efficiency of maritime law enforcement,and optimizing the port business environment.
