摘要
自然保护区对珍稀野生动植物、珍贵自然遗迹和典型生态系统保护发挥了重大作用.基于对国家自然保护地体系深刻理解和认识,从实际载畜量、农业生产值及植被覆盖度等方面总结青海大通北川河源区国家级自然保护区保护和发展现状,对自然保护区自然资源权属、体制机制及社区建设等存在的主要问题及成因进行了深入分析,结合自然保护区建设现状、发展问题及工作机制,提出了自然保护区应从体制机制、资金、人才及科技等多方面加强建设的建议.
Abstract
Nature reserves played a significant role in protecting rare wildlife,precious natural relics,and typical ecosystems.Based on a profound understanding and recognition of the national nature reserve system,this paper summarized the current status of protection and development of the Qinghai Datong Beichuan River Source Area Nature Reserve from the aspects of actual livestock carrying capacity,agricultural production value,and vegetation coverage,An in-depth analysis was conducted on the main problems and causes of natural resource ownership,institutional mechanisms,and community construction in nature reserves.Based on the current situation,development issues,and working mechanisms of nature reserve construction,suggestions were proposed to strengthen the construction of nature reserves from multiple aspects such as institutional mechanisms,funding,talent,and technology.
