人才贡献率视角下的青海创新驱动发展研究

通过梳理人才资本与经济增长关系的理论和测算方法,基于柯布-道格拉斯生产函数(Cobb-Douglas)构建了人才贡献率、科技人员贡献率、技术增值率三个模型.根据青海省 2000-2022 年相关数据,计算得出2022 年青海省人才贡献率为 13.3%、青海省科技人员贡献率为 44.42%,并发现青海省技术增值率从 2007 年到 2018 年表现为正增长,且 2018 年创新人才贡献率高达 78.21%,2019 年开始迅速下降后转为正增长.文章从三个方面分析了青海省人才在经济社会发展中发挥的创新驱动作用和资本贡献,为青海省人才政策调整,实现多元化、科学化应用创新人才提供了决策依据.
Research on Qinghai's Innovation-Driven Development from the Perspective of Talent Contribution Rate
This article examines the relationship between talent capital and economic growth through theoretical frameworks and measurement methods,constructing three models based on the Cobb-Douglas production function:the talent contribution rate model,the scientific and technological personnel contribution rate model,and the technical value-added rate model.Based on relevant data of Qinghai Province from 2000 to 2022,it is calculated that the talent contribution rate of Qinghai Province in 2022 was 13.3%,and the contribution rate of scientific and technological personnel was 44.42%.It was found that the technical value-added rate of Qinghai Province showed positive growth from 2007 to 2018,with the innovation talent contribution rate reaching as high as 78.21%in 2018,followed by a rapid decline starting in 2019 and then returning to positive growth.The article analyzes the innovative driving role and capital contribution of talents in Qinghai Province in economic and social development from three aspects,providing decision-making basis for talent policy adjustment in Qinghai Province and realizing the diversified and scientific application of innovative talents.
