摘要
创新创业是激活经济发展动能、推动产业发展的新引擎,是实施乡村振兴战略的重要推手,也是深入推进农业供给侧结构性改革、促进广大农牧民就业增收的新途径.文章针对青海省农牧区创新创业发展现状,深入分析当前存在的创新人才匮乏、创业资金短缺、产业结构单一、区位优势不足等问题,结合青海省省情,探索青海省农牧区创新创业服务和融入新发展格局的有效路径.从地理区位、资源禀赋、人才培育、产业结构、文化挖掘、发展模式等多路径探究,认为青海省农牧区应从搭建载体平台、聚集创业资源,孵化双创主体、培育人才队伍,优化产业结构、促进产业融合及城乡融合发展新模式,全方位多维度推动青海省农牧区创新创业发展,助推乡村振兴战略的有效实施.
Abstract
Innovation and entrepreneurship are new engines that activate economic development momentum and promote industrial development.They are important drivers for implementing the rural revitalization strategy,as well as a new way to deepen the structural reform of the agricultural supply side and promote employment and income growth for farmers and herdsmen.This article analyzes the current situation of innovation and entrepreneurship development in agricultural and pastoral areas of Qinghai Province,and deeply analyzes the problems of shortage of innovative talents,shortage of entrepreneurial funds,single industrial structure,and insufficient geographical advantages.Combining with the situation of Qinghai Province,it explores effective paths for innovation and entrepreneurship services in agricultural and pastoral areas of Qinghai Province and integration into the new development pattern.Through exploring multiple paths such as geographical location,resource endowment,talent cultivation,industrial structure,cultural exploration,and development models,it is believed that Qinghai's agricultural and pastoral areas should build carrier platforms,gather entrepreneurial resources,incubate entrepreneurial entities,cultivate talent teams,optimize industrial structure,promote industrial integration and new models of urban-rural integration development,comprehensively and multi-dimensionally promote innovation and entrepreneurship development in Qinghai's agricultural and pastoral areas,and effectively implement the rural revitalization strategy.
