Research on the Improvement Path of Scientific and Technological Achievement Transformation Efficiency in the Western Region of China
In this paper,in the western region of China is selected as the research sample,and the super efficiency SBM model is used to measure the transformation efficiency of scientific and technological achievements in the western region from 2017 to 2021.On this basis,six conditional variables are selected from the three levels of policy,market and resources according to the three-spiral innovation theory of government,industry and science.This paper uses fuzzy-set qualitative comparative analysis(fsQCA)to study the improvement path of scientific and technological achievements transformation efficiency in the western region of China.The results showed that:(1)Overall,the comprehensive efficiency of scientific and technological achievements transformation in the western region showed a fluctuating upward trend from 2017 to 2021,but there were significant differences among different regions.(2)There were three ways to improve the transformation efficiency of scientific and technological achievements in the western region,which were"human-resources-driven","capital-resources-guided",and"policy-resources-market-driven".(3)For the regions with complete comprehensive conditions of science and education,a"human-resources-driven"approach could be adopted to provide a good nurturing environment for scientific and technological innovation achievements.For the regions with perfect market conditions for the transformation of scientific and technological achievements,the path of"capital resources guidance"could be adopted to encourage the implementation of scientific and technological innovation projects and deepen scientific and technological cooperation.In the regions where policies,markets,and resources were not perfect,a"policy-resource-market driven"approach could be adopted to organically combine the driving role of resource input,policy guidance,and market pull to promote the effective transformation of scientific and technological achievements.
