改革开放以来我国大学生心理健康教育政策变迁——基于支持联盟框架的分析

摘要
根据支持联盟框架,我国大学生心理健康教育经过改革开放以来近 40 年的发展,围绕"促进大学生的全面和谐发展"这一深层核心信仰在其政策子系统中形成了德育主导与心育主导两个联盟.通过对大学生心理健康教育政策支持联盟类型、信仰体系、政策导向学习以及外部系统事件进行研究后,发现这两大联盟依据各自持守的核心信仰,表达着不同的基本政策立场.在我国社会政治经济重大变革的背景下,基于对心理健康教育问题的基本共识,两大联盟进行相互的政策学习,最终促成了目前心育主导、德心共育的大学生心理健康教育政策模式.
Abstract
According to the advocacy coalition framework,the mental health education for college students in China has developed nearly 40 years since the reform and opening up.There are two coalitions around the core belief of"promoting the comprehensive and harmonious development of college students"in its policy sub-system.After studying the types,belief systems,policy oriented learning and external system events of mental health education policy for college students,it is found that the two coalitions express different fundamental policy positions based on their core beliefs.Under the background of major social,political and economic changes,according to the basic consensus on mental health education,the two coalitions have conducted mutual policy learning,and finally contributed to the current policy model of mental health education for college students that integrates psychological education and moral education.
