Grid-Based Governance under the Party Building Guidance:Institutional Transition,Subject Practice,and Exploration of Operating Mechanism———A Case Study of the DH Community in Wuhan
Grid-based party building is the main approach in community governance work under the background of the country's promotion of grassroots governance led by the party building in recent years.Taking the DH community in Wuhan as an example,the article proposes a comprehensive analysis framework of"institutional transition,subject practice,and operation mechanism"from the perspective of organizational sociology to conduct in-depth discussions on community grid-based party building.At the level of institution transition,the combination of the party building guidance and grid governance is the result of the two-way effect of the political needs of the Party to adapt to the change of grassroots social structure and strengthen its own grassroots organization construction and the governance needs for organizational capacity and resource integration ability after the flat transformation of grassroots governance.At the level of subject practice,the specific implementation of grid-based party building includes not only the regional embedding of party members in various grids in a reasonable way,but also the ideological education and organizational absorption of existing grid-based governance actors.At the level of operation mechanism,the party building system superimposes the grid governance system to form a series of work support and mass mobilization operation mechanisms,which is conducive to the improvement of community governance efficiency.
