摘要
随着全球的知识流动,技术移民(skilled migrants)成为各国人才政策的重点与学界的新热点,但"技术移民"在中文语境下的定义并不明晰且缺乏共识,不利于更深入的对话.基于此,本文对国内外相关文献与政策进行检索和分析,重点讨论"技术移民"概念在不同文化情景、政策语境下以及学术框架下的转译问题.本文梳理了"技术移民"在中外语境上的脉络,分析相关概念在西方移民国家与中国的文化差异,通过梳理相关政策与已有研究,发现这一概念的政策语境和学术语境之间有较大张力,在研究中需要平衡好政府主体与移民主体的不同视角,以期更好地厘清与选择不同语境下的技术移民,促进相关研究对话,全面理解该概念及问题在人才战略布局中的复杂性和重要性.
Abstract
With global intellectual migration,skilled migrants have become the key to talent policies and the recent concern of academia.Howev-er,the concept of skilled migrants lacks a clear and common definition in the Chinese context,which makes the academic dialects hard to continue.Given this,this paper searches and analyses related literature and discusses the translation among divergent culture,policy and academic contexts.Firstly,it sorts out cultural differences between Chinese and Western contexts in which skilled migrants grow.Secondly,by combing through relevant policies and existing studies,it is found that there is a large tension between the policy context and academic context of this concept,and scholars need to balance the different perspectives of governmental subjects and migrant subjects in their research.This paper hopes to contribute to a better under-standing and selection of"skilled migrants"in different contexts,to promote research dialogues on the subject,and to a comprehensive understanding of the complexity and importance of the concept and the issue in the context of talent strategies.
