国际视野下生成式人工智能政策解读——国际中文教育智慧发展行动方略构建

生成式人工智能正以强大的创造能力、伴随着不可忽视的风险改变着现实世界,同时对教育行业产生着颠覆性影响.为此,全球多个国际机构和政府部门颁布政策文件,致力于规范生成式人工智能的发展和应用.从国际视野出发进行政策解读,发现政策内容聚焦于概念知识、机会和风险、技术治理、应用与创新、服务规范、监管职责以及前景展望等七大主题.在国家教育事业迈向智慧化道路的形势下,国际中文教育也迎来了智慧发展契机,基于政策解读结果构建的擘画蓝图、构筑环境、促进创新、激发潜能、落实监管"五位一体"的教育智慧发展行动方略,能够为国际中文教育智慧化发展提供实践策略和路径指引,以期更快、更好地推动国际中文教育高质量发展.
Policy Interpretation of Generative Artificial Intelligence from an International Perspective:Constructing Action Strategies for the Smart Development of International Chinese Language Education
Generative artificial intelligence(GenAI),with its powerful creativity,is revolutionizing the real world.However,it also comes with significant risks and is disrupting the education industry.In response,international organizations and government departments have issued policy documents to regulate the development and application of GenAI.Analyzing these policies from an international perspective,we identify seven major themes:conceptual knowledge,opportunities and risks,technology governance,application and innovation,service standardization,regulatory responsibilities,and outlook.As national education develops towards wisdom,international Chinese language education has also embraced the opportunity for wisdom development.Based on the interpretation of these policies,a five-pronged action strategy for the development of wisdom in education has been formulated.This framework contains drawing a blueprint,creating an enabling environment,fostering innovation,stimulating potential,and implementing supervision.These practical strategies and guidelines can accelerate the development of Chinese language education.Furthermore,the five-pronged action strategy for the intelligent development of education can also provide practical strategies and guidelines for the intelligent development of international Chinese language education.This will contribute to the faster and better high-quality development of international Chinese language education.
