Formulation and practice of practical village planning for"multi planning integration"under the national spatial planning system
Village planning is the legal basis for the development and protection of village territorial space and the implementation of spatial use control.It is also an important basis for comprehensively pro-moting rural revitalization,coordinating village development and implementing rural revitalization strate-gies,and achieving high-quality development of villages.Under the national spatial planning system,this article takes Shiyuan Village,Nanfeng County,Fuzhou City as an example to explore the five key issues that urgently need to be addressed in the practical village planning of"multi planning integration"under the national spatial planning system.Based on the problems and challenges existing in Shiyuan Village,this article analyzes the current land use conflicts and reasonably organizes the scope of the five lines by im-plementing the five line requirements.Guiding land layout through"regulation"and"blank space".Pro-mote comprehensive land consolidation and ecological restoration through land consolidation and ecological restoration.Integrated development of three industries,cultural revitalization,ways of protection,public service facilities and infrastructure accessible to villagers.Expanding from a single improvement of living environment to the overall spatial reconstruction and environmental governance of villages.To carry out planning practice in the areas of organizational revitalization,talent revitalization,classification guidance for natural village planning and construction,recent action plans,and implementation guarantee of the five dimensional plan,in order to provide reference and guidance for the practical village planning of"multi planning integration"in the era of national aviation.
