"数智融合"赋能国土空间规划全生命周期管理实践探索

加强信息化建设是实现国家治理体系和治理能力现代化的重要途径.为解决我国空间规划长期以来面临的"底图不一、多规冲突、传导不足、重编轻管"等问题,推动信息化建设赋能国土空间规划全生命周期管理已成为新一轮规划改革的重要方向.基于以上背景,从数字化、网络化、智能化三方面构建国土空间规划全生命周期信息化建设框架,论述了以集成人工智能、大数据、云计算为核心的技术支撑体系.结合信息化和规划设计业务深度融合的实践经验,从规划编制、规划审批、规划实施、规划监测预警、城市体检评估5个重点环节总结了智慧规划新技术体系的应用思路和案例.以期为数字化转型时期国土空间规划高质量编制和精细化管理提供信息化建设思路与参考.
Practical exploration on the whole life cycle management of territorial space planning enabled by the integration of data and intelligence
Strengthening information construction is an important way to realize the modernization of national governance system and governance capacity.In order to resolve these issues in territorial space planning,such as inconsistent base maps,multi-regulation conflicts,insufficient transmission,and em-phasis on compilation rather than management,promoting information construction to empower the whole life cycle management of land and space planning has become an important direction of a new round of planning reform.Based on the above background,this paper constructs the information construction framework of the whole life cycle of land and space planning from three aspects:digitization,networking and intelligence.Then discusses the composition of technical support system with the integration of artifi-cial intelligence,big data and cloud computing as the core.The last,based on the practical experience of deep integration of information technology and territorial space planning projects,summarizes the applica-tion scenarios of new technology system of intelligent planning from five key links:planning compilation,planning review,planning implementation,planning monitoring and early warning,and urban physical ex-amination.In order to provide information construction ideas and references for high-quality preparation and refined management of territorial space planning in the digital transition.
