摘要

近年来,海上风电行业规模持续扩大,成本不断降低,海上风电已经成为全球可再生能源的重要组成部分.聚焦全球海上风电建设的发展态势,根据国际组织权威数据并从技术经济视角建立分析框架,得出当前全球海上风电建设具有项目持续扩张,单机容量大型化、项目规模化,风电场建设远海化、深水化,以及充分使用已有的海上油气开采技术、海上风电多模式融合发展等发展趋势.同时,通过国际比较得出中国在海上风电建设方面已经占据全球优势地位,但在扩大容量因子、降低度电成本方面仍存在不足,并提出相关政策建议.

Abstract

In recent years,the offshore wind power industry has experienced continuous expansion and a steady reduction in costs,positioning offshore wind as a significant component of global renewable energy.This paper focuses on the development trends in global offshore wind power construction,employing authoritative data from international organizations and establishing an analytical framework from a techno-economic perspective.The analysis reveals current global trends in offshore wind power construction,including ongoing expansion of projects,upsizing of individual units,scaling of project size,offshore and deep-water wind farm construction,and the comprehensive utilization of existing offshore oil and gas extraction technologies,along with the multi-modal integration of offshore wind power.Furthermore,through international comparison,it is concluded that China has secured a leading position in offshore wind power construction worldwide.However,there are still shortcomings in expanding the capacity factor and reducing the cost of electricity,and the paper proposes relevant policy suggestions.
