科研创新集群发展与人才集聚使用相互作用.科研创新集群为培育和集聚人才提供了载体,人才集聚效应又进一步推动了科研创集群的发展.基于此分析英国科研创新集群发展与人才集聚及使用的关系、人才集聚过程中存在的问题和挑战,同时总结对中国完善人才集聚使用机制和推进创新高地建设的启示.
Abstract
The development of research and innovation(R&I)clusters promotes the gathering and utilization of talent,and vice versa.R&I clusters provide carriers for cultivating and attracting talent.The gathering of talent plays a critical role to further improve performance of R&I clusters.This paper aims to analyze the relationship between the development of R&I clusters and talent gathering&utilization mechanism in the U.K.,and problems and challenges they are facing,and deliver policy implications to improve talent cultivation,gathering and utilization mechanism and promote innovation cluster development in China.
