摘要
数字化转型对于日本有效应对人口老龄化、自然灾害频发、基础设施老化、数据流动风险等现实挑战具有举足轻重的作用.分析了日本数字化转型面临的国际国内形势,梳理和研究了日本政府推进数字化转型、打造数字社会的法律体制保障和政策部署,并在此基础上分析和总结日本数字化转型过程的特点和启示供相关部门参考.
Abstract
Digital transformation plays a pivotal role in enabling Japan to effectively address actual challenges such as aging population,frequent natural disasters,aging infrastructure,and data flow risks.This paper briefly analyzes the international and domestic situations that Japan's digital transformation faces,and sorts out and studies the legal system and policy deployment of the Japanese government to promote digital transformation and build a digital society.It analyzes and summarizes the characteristics and inspiration of Japan's digital transformation process for the reference of China's relevant departments.
