New Model of Monitoring and Evaluation of Major Scientific and Technological Projects Based on the Capability of Big Data
Monitoring and evaluation,as an important starting point for the organization and implementation of major scientific and technological projects,play an important role in improving project management,improving management performance,and constructing a large-scale supervision pattern for science and technology.However,there are still some problems,such as the limited means of digital evaluation,the insufficient support for scientific and technological decision-making,and the insufficient release of monitoring and evaluation efficiency.In order to further optimize the organization and implementation mode of major scientific and technological projects,and enable the digital and information tools to enable science and technology assessment to a greater extent,this paper takes the major scientific and technological projects as the research object,studies the monitoring and evaluation modes of major scientific and technological projects at home and abroad.Focusing on the challenges faced by the monitoring and evaluation of major scientific and technological projects in China at the present stage,it probes into the theoretical basis and main characteristics of the monitoring and evaluation enabled by big data,probes into and constructs a new path of data management of scientific and technological major projects,and puts forward some policy suggestions on establishing a new mechanism,method and mode of management of major scientific and technological projects.
