摘要
科研评价是科研管理工作的必要环节和支撑工具,构建符合中国学科发展规律的科研评价体系,可充分发挥对研究人员的促进和激励作用,从而促进中国科研事业的发展.以澳大利亚研究委员会(Australian Research Council,ARC)参与度和影响力(engagement and impact,EI)评价为例,从评价内涵、程序、方法、标准和结果等方面,展示了国家科研评价体系的演变趋势,并结合当前中国科学技术发展的特点和规律,开展符合本国国情的科研评价体系研究,为今后中国开展高校科研社会参与度和影响力评价奠定方法学基础.
Abstract
Scientific research evaluation is a necessary link and supporting tool in scientific research management.Building a scientific research evaluation system that conforms to the development laws of disciplines in China can fully play a promoting and motivating role for researchers,thereby promoting the development of China's scientific research industry.This paper takes the engagement and impact assessment(EI)of the Australian Research Council(ARC)as an example,showcasing the evolution trend of the national research evaluation system from multiple aspects such as evaluation connotation,procedures,methods,standards,results,etc.It combines the characteristics and laws of China's current scientific and technological development,and develops a research evaluation framework that is suitable for China's national conditions,to lay a methodological foundation for engagement and impact assessment of scientific research in the future.
