"Grey Zone"Competition Strategy of United States Against China's Technology Development
The grey zone competition between major powers has increasingly attracted great attention from think tanks,academia and policy makers.This paper summarizes the three characteristics of the grey zone competition in science and technology implemented by the United States against China,including choosing areas where the interests and capabilities of both parties are asymmetrical as the entry point,violating the laws of scientific research and international norms,and showing the progressive containment path from"I"to"C"to"O".This paper also provides an in-depth analysis of five manifestations of the U.S.'s technological grey zone competition with China,such as controlling the availability of key S&T products to China,competing in key geopolitical locations or key areas,demonstrating technological strength in frontier areas,reducing China's control over important S&T resources such as key minerals and submarine optical cables,creating public opinion that is not conducive to China's S&T development,etc.It finally puts forward some thoughts including strengthening scientific and technological early warning,finding common interests with the United States,and using multilateral channels to shape favorable public opinion.
