摘要
国家研究委员会工业研究资助项目(National Research Council Canada in Industrial Research Assistance Program,NRC IRAP)是加拿大政府支持创新的旗舰项目之一,是促进加拿大中小企业科技创新、技术转移转化的一项重要举措.通过对NRC IRAP的发展历程、核心组织结构、创新支持服务内容和评估改进考核制度等进行分析梳理,总结其具有"资金+咨询"并重的服务模式、服务体系机动灵活、注重建立广泛合作伙伴关系以及关注代表性不足群体创新发展等特点.最后,基于NRC IRAP的特色项目内容及管理制度,就优化中国有效支持中小企业创新发展提出启示及经验借鉴.
Abstract
National Research Council Canada in Industrial Research Assistance Program(NRC IRAP)is one of the flagship programs of the Canadian government to support innovation,and is an important measure to promote scientific and technological innovation,technology transfer and transformation of small-and medium-sized enterprises in Canada.By analyzing the development process of NRC IRAP,core organizational structure,innovation support service content,evaluation and improvement assessment system,etc.,it is concluded that NRC IRAP has the characteristics of both"capital+consultation"service mode,flexible service system,focusing on the establishment of extensive partnerships,and paying attention to the innovation and development of underrepresented groups.Finally,based on the characteristic project content and management system of NRC IRAP,this paper puts forward inspiration and experience for optimizing China's effective support for the innovation and development of small-and medium-sized enterprises.
