摘要

英国具备较为完善的研发统计体系,但其统计方法和数据存在一定局限性,主要在于两种统计口径下企业研发支出数据存在巨大差异.因此,英国自2022 年开始启动为期 3 年的研发统计转型,以改进企业研发统计为核心,着力解决小企业覆盖率不足的问题,并同步优化政府和高校研发统计.这一转型带来英国研发支出规模和投入强度统计数据的大幅提升,但也引发了各界关于数据独立性、客观性等方面的争论.回顾英国研发统计转型的过程,得出如下启示:一是研发统计应不断优化以更好适应新形势;二是调整研发统计要保持审慎科学的态度;三是英国科技创新实力不容小觑.

Abstract

The U.K.has a relatively complete statistical system for R&D,but its statistical methods and data have some limitations.The main confusion comes from the huge difference in the data of enterprise R&D expenditure under the two statistical standards.Therefore,the U.K.has launched a three-year transformation of R&D statistics since 2022,with the improvement of enterprise R&D statistics as the core,trying to solve the problem of insufficient coverage of small businesses,and the optimization of government and university R&D statistics.This transformation has brought about a substantial increase in the scale and intensity of R&D expenditure in the U.K.,which has triggered debates about data independence and objectivity.After reviewing the transformation process of R&D statistics in the U.K.,the following enlightenment can be concluded:firstly,R&D statistics should be continuously optimized to better adapt to the new situation;secondly,a prudent and scientific attitude should be maintained in adjusting R&D statistics;thirdly,the STI strength of the U.K.should not be underestimated.
