新加坡特殊经济区域创新实践及对中国科技成果转移转化示范区建设的启示

新加坡特殊经济区域通过政府主导、市场运作、产学研协同的模式,为新兴产业发展提供了良好的环境和动力.借助"制度-结构-行为-绩效"(Institution-Structure-Conduct-Performance,ISCP)范式从政府前期开发和市场机构后续运营的制度机制层面,创新主体、设施和环境引导建设的结构导向层面,资金投入、人力资源引培、土地梯次开发弹性利用和打造创新社区的行为措施层面,以及区域新兴产业发展壮大的绩效层面,对新加坡特殊经济区域创新实践进行了研究.以此框架分析了中国科技成果转移转化示范区存在的问题,得出围绕产业发展,引入空间再造和激活创新要素角度,涉及创新的制度和机制、主体和结构、环境和人才等方面的启示.
Innovation Practices in Special Economic Areas of Singapore and Its Enlightenment to China for Construction of National Demonstration Area for Transfer and Transformation of Scientific and Technical Achievements
Special economic areas of Singapore have provided a good environment and impetus for the development of emerging industries through the mode of government leading,market operation and industry-university-research coordination.This paper described the form of innovation practice in special economic areas of Singapore,based on the ISCP paradigm,which includes four levels.The mechanism level was the government leading early development and market institutions subsequent operation.The structure level was guiding the innovation main body,facilities and environment construction.The behavior level were capital investment,talent introduction and training,echelon development and flexible utilization of the land,and innovative community building.The performance level was regional emerging industry development.Based on these,this paper analyzed the problems of the national demonstration area for transfer and transformation of scientific and technical achievements of China.China should introduce space reconstruction and activate innovation elements around industrial development,which include the system,mechanism,subject,structure,environment and talent of innovation.
