前沿领域重大科技计划的战略方向决策机制研究——以美国"电子复兴计划"为例

在当前国际背景下,对前沿技术的科技竞争日趋激烈,重大科技计划已成为科技强国发展前沿技术的关键路径.其战略方向的决策对于提升国家科技创新的质量和成效至关重要,是实现国家前瞻性产业规划和建设科技强国的核心.以美国电子产业规模最大的"电子复兴计划"(Electronics Resurgence Initiative,ERI)作为研究案例,利用多源数据,从多个角度深入解析其战略方向决策过程.主要阐述了"电子复兴计划"战略方向决策的3个主要阶段以及决策过程中采用的多种可行操作方法.研究结果为提升中国前沿领域重大科技计划的战略方向布局的科学性和针对性提供了宝贵的借鉴.
Research of Strategic Direction Decision-Making Mechanisms for Major Science and Technology Initiatives in Frontier Fields:A Case Study of the U.S."Electronics Resurgence Initiative"
In the current international context,competition for frontier technologies has intensified,and major science and technology initiatives have become a key pathway for technologically advanced nations to develop cutting-edge technologies.The strategic direction decisions for these initiatives are crucial for enhancing the quality and effectiveness of national scientific and technological innovation,and are central to realizing national foresight-based industrial planning and building a science and technology powerhouse.This paper takes the"Electronics Resurgence Initiative",the largest electronics industry program in the United States,as a case study.Utilizing multi-source data,it provides an in-depth analysis of the strategic direction decision-making process from multiple perspectives.The paper reveals three main stages in the strategic direction decision-making of the"Electronics Resurgence Initiative"and various feasible operational methods employed during the process.The research findings provide valuable insights for improving the scientific rigor and relevance of the strategic direction and layout of major science and technology initiatives in frontier fields in China.
