青少年犯罪治理视角下专门教育高质量发展路径研究

摘要
在全社会加强青少年犯罪治理体系建设的背景下,利用好专门教育这一重要治理手段,将教育高质量发展的目标同犯罪治理相协调,有利于提升青少年犯罪治理效果.专门教育是提高青少年犯罪治理效果的有效手段,因应青少年犯罪治理的需求而出现,并随其发展而动态调适.加强青少年犯罪治理助推专门教育高质量发展,主要表现在专门教育的理念及其价值取向的更新.青少年犯罪治理视角下专门教育所面临的现实困境和挑战主要体现在教育生态环境不佳、专门教育师资力量薄弱、专门教育内容的科学性和丰富性不足、教育方式方法的个性化缺失和社会偏见思想短期内难以动摇等方面.针对于此,建议从优化专门教育生态环境、加强专门教育师资力量培养、丰富专门教育内容、改革专门教育方式方法以及树立专门学校正面形象等方面实现专门教育的高质量发展.
Abstract
Under the background of strengthening the construction of juvenile delinquency governance sys-tem,making good use of specialized education,an important means of governance,and coordinating the goal and direction of high-quality education development with the governance direction is conducive to improving the effect of juvenile delinquency governance.Specialized education appears for juvenile delinquency govern-ance and adjusts dynamically along with its development.The deepening development of juvenile delinquency governance drives the high-quality development of specialized education,which is mainly reflected in the re-newal of the concept of specialized education and its value orientation.The difficulties and challenges of spe-cialized education from the perspective of juvenile delinquency governance are mainly reflected in the complexi-ty of the specialized education object increases the difficulty of education;specialized education teachers are weak to ensure the quality and efficiency of specialized education;the content of special education is not scien-tific and rich;the lack of personalization of educational methods is difficult to meet the practical needs of students;the thought of social prejudice cannot be shaken in the short term.From the perspective of juvenile delinquency governance,the reform path of high-quality education development is follows,improve the spe-cialized education guarantee system;enrich the specialized education content scientifically;strengthen the training of the specialized education teachers;reform the specialized education methods;establish the diversi-fied ＂symbiotic＂ cooperation mechanism,and establish the positive image of the specialized schools.
