The Chinese"haiquan"originally referred to"Shuishi"(navy),something that was familiar to the Chinese and did not require special attention and corresponded to the English"maritime power".In 1895,the term"haiquan"entered the vision of the Reformist intellectuals and was used many times in the Roformist press due to the use of the Westerners in China.And in 1899,Liang Qichao,who was in exile in Japan,came into contact with the Japanese translation of Mahan's Haiquan lun,and introduced the proposer and core ideas of Haiquan lun to the people of China through the Qingyi bao,and at the same time gave the term"haiquan"a new connotation of sovereignty when he analyzed the situation facing China,and"haiquan"has since become a major buzzword in the Chinese press since the late Qing Dynasty.
