Chinese Traditional Disaster Relief System across Regions:Focused on the Disaster Prevention and Relief Construction in Xinjiang Zhendi Dao during the Qing Dynasty
The excellent traditional disaster reduction culture in China originated from the pre-Qin period,went through various dynasties such as Qin,Han,Sui,Tang,Song,Yuan,and Ming,and finally formed the most complete,rigorous,and relatively effective traditional disaster relief system in history during the Kang-Qian period of the Qing Dynasty.With the spread of the Qing government's governance of Xinjiang to the north and south of the Tianshan Mountains,a set of disaster prevention and reduction systems suitable for Xinjiang's actual situation gradually formed,promoting the further development of disaster prevention and reduction work in Xinjiang.This article takes the disaster relief practice of Zhendi Dao in Xinjiang during the Qing Dynasty as an example and places it in the historical process of long-term interaction between the Central Plains and multiple ethnic cultures in Xinjiang since the Qin and Han dynasties.It further explores the historical background of the Qing government's cross regional practice in natural disaster relief in Xinjiang,and analyzes the integration process of the Central Plains famine system and disaster reduction culture taking root in the north and south of the Tianshan Mountains through the Xinjiang Zhendi Dao,Revealing the close connection between disaster prevention and reduction and the founding of the Chinese National Community.
