Rethinking Several Fundamental Issues on Chinese Pastoral Areas
Chinese pastoral areas are characterized by ecological fragility,harsh climate,economic lag,cultural diversity,geographical marginality,as well as the importance of geopolitical relationships.Currently,the development of Chinese pastoral areas universally faces the bottleneck of"production-life-ecosystem contradictions",which have become the root cause of economic and social issues in these areas.Due to the foundational and strategic role of pastoral grasslands in maintaining national ecological security,border stability and ethnic unity,and promoting sustainable economic and social development,resolving the production-life-ecosystem contradictions to promote the economic and social development of pastoral areas is the primary problem to be solved at present.Intensified efforts in ecological governance and construction are the most important for resolving the production-life-ecosystem contradictions.Firstly,it is essential to endow the ecological attributes of national public goods to the grasslands in pastoral areas and invest in their construction by the central government,which is a prerequisite for demonstrating the strategic role of pastoral grasslands in ecological security.Secondly,it is crucial to select and encourage economic activities and ecological governance activities that align with the concept of ecological civilization and aim to resolve the production-life-ecosystem contradictions,providing favorable conditions for achieving production-life-ecosystem all-win outcomes and creating a favorable environment for the modernization of pastoral areas.
