中国宏观体面劳动评价指标体系的构建与测度

体面劳动概念的提出旨在维护和保障广大劳动群体的基本权益,与我国社会和谐发展理念相契合,是社会公平公正的精神诉求.本文基于体面劳动概念,结合国际劳工组织编排的体面劳动量化指标体系,从就业、工作权利、社会保护、社会对话以及体面劳动的经济社会背景5个维度,遵循明确性、可衡量性、可获得性、相关性以及时效性原则,构建了包括5个一级指标、11个二级指标以及32个三级指标在内的体面劳动评价指标体系.本文重点阐述该指标体系的基本框架,同时提出体面劳动水平的测度方法,并对所构建指标进行应用场景分析,以期为测度中国体面劳动水平以及后续相关问题研究提供可供参考的评价工具.
Construction and Measurement Method of China's Macro Decent Work Evaluation Index System
The proposal of the concept of decent work aims to protect the basic rights and interests of the working population,which is in line with the concept of harmonious social development in China.It is a demand for social justice and fair development.This article,based on the concept of decent work,adopts the quantitative indicator system for decent work compiled by the International Labor Organization(ILO).In five dimensions of employment,work rights,social protection,social dialogue,and the economic and social background of decent work,this paper,based on the principles of clarity,measurability,accessibility,relevance and timeliness,constructs a decent work indicator system,including 5 primary indicators,11 secondary indicators,and 32 tertiary indicators.This paper focuses on the basic framework of the indicator system.Additionally,it proposes a measurement method for decent work and analyzes the application scenarios of the constructed indicators,in order to provide evaluation tools for measuring China's decent work and reference for subsequent research.
