Logic and Practice of Language Service Policy Provision in Ethnic Areas under the SCP Paradigm
The language service policy in ethnic areas is a long-term way to improve the scientific and cultural quality of all ethnic groups in ethnic areas and achieve common prosperity for all ethnic groups.To accurately supply the language service policy in ethnic areas is the fundamental guarantee to promote the common prosperity for all ethnic groups faster and better.This paper constructs a theoretical framework of"structure-behavior-performance"for language service policy supply.Using the policy network theory,the policy cycle theory,and the empowerment theory,this paper analyzes the authoritative advocacy,cooperative technology,and supervisory feedback modes of supply formed by the interactive behaviors of the policy supply actors.It is found that the interactive behaviors of policy supply actors produce three dimensions of energizing effects:institutional,educational,and informational,which serve as an important basis for measuring the policy supply.Additionally,the game of interests among policy subjects,contextual differences in policy objects,single ambiguity in policy goals,and differences in the strength of policy instruments all influence the precision of language service policy supply in the policy cycle.In this regard,countermeasures are proposed in four dimensions,including optimizing service resources,combining policy tools,integrating specialties,and standardizing policy systems,providing theoretical and practical references for achieving common prosperity for all ethnic groups.
