Concepts,Characteristics,and Implementation Paths about Inclusive Special Education
The report of the 20th National Congress of the Communist Party of China proposed the concept of"strengthening the inclusive development of special education",which is the result of the continuous deepening of the concept of"inclusive"in the social field.At present,inclusive special education is mov-ing from study to practice,from concept to implementation,it is necessary to clarify its concept and char-acteristics,and development path.Inclusive special education is a policy concept that indicates the top-level design of the country for special education and also indicates the country's expectations for the fu-ture development of special education.Inclusive special education refers to the public welfare nature of government investment,the universality of targeting special children,and the fairness of government top-level design,which requires to prioritize public financial investment and build an education support sys-tem.To meet the needs of special children to receive high-quality special education,an active system should be established to guide the development of inclusive special education;vigorously establish,reno-vate and expand public special education schools;and establish a high-quality and efficient special educa-tion teacher team.
