From Special to Universal:The Design and Prospect of China's Special Education Legislation from the Perspective of Inclusive Education
The long-term standardized development of special education needs the legislative guarantee of special education.Special education legislation follows the basic principles of educational legislation,and has the universality of educational legislation.But at the same time,it has its own particularity in the leg-islative structure such as legal orientation,legislative principle,education object,right content and edu-cation guarantee.Based on the universal observance and the consideration of particularity,the legislative design of special education should be formulated by the Standing Committee of the National People's Congress of the People's Republic of China;establish the legislative principles of inclusive education;im-prove the scope and system of identification of special education objects;clarify the content of the right to receive special education;highlight the government and family responsibilities guaranteed by special edu-cation;finally realize the vision of special education with laws and regulations,standardized development and inclusive education.
