海南自由贸易港"港-产-城"融合水平测度

摘要
利用耦合协调模型评价海南 5 个港口城市"港-产-城"融合联动发展现状,并与国内 4 大港口城市进行对比.研究发现:2015-2022 年,海南 5 市"港-产-城"整体呈现出融合缓慢、协作失调的态势,与国内 4 大港口城市存在极大的发展差距;港口子系统与产业子系统发展薄弱是阻碍海南"港-产-城"融合联动发展的主要因素.提出完善陆岛连接通道,畅通资源要素流通;把握历史发展机遇,夯实制造产业根基;实现数字引擎驱动,加快智慧海南建设;强化政策支持引领,合理保障要素供给等建议推动海南在自贸港建设背景下以港促产、以产立城、以城建港,实现"港-产-城"高质量发展.
Abstract
This study utilized the coupling coordination model to evaluate the status of integration and linkage development of"Port-Industry-City"in five port cities in Hainan,and compared them with the four major port cities in China.The study found that the overall"Port-Industry-City"system of the five cities in Hainan in 2015-2022 showed slow integration and dysfunctional collaboration,and there was a great development gap with the four major port cities in China;the industrial sub-system and port sub-system were the main factors impeding the development of integration and linkage of"Port-Industry-Cit-y"in Hainan.This study put forward the following suggestions on how Hainan can promote production by port,establish city by production and build port by city under the background of free trade port con-struction so as to achieve high-quality development of"Port-Industry-City":to improve the connection be-tween the land island channel,and smooth the circulation of resources;to grasp the historical development opportunities and consolidate the foundation of manufacturing industry;to realize the digital engine drive and accelerate the construction of smart Hainan;to strengthen policy support and rationally guarantee the supply of factors.
