探寻政府推广生态环境科技成果转化的最优策略、倒逼企业和激励科研单位积极参与生态环境科技成果转化成为解决生态环境治理困境的迫切需要.首先基于生态环境科技成果转化政府、企业和科研机构三方有效合作的内在逻辑分析,从政府、企业和科研机构三大层面构建生态环境科技成果转化有效合作的影响因素指标体系,并开发其影响因素调查问卷;其次通过社会网络模型量化分析影响生态环境科技成果转化三方有效合作作用机理,识别其关键影响因素;最后结合实证分析结果,基于生态环境科技成果转化运行现存的转化动力不足、转化渠道不畅、转化效率低等问题,从政府、企业和科研机构三方参与行为提出优化路径的建议.
The Influence Mechanism of Tripartite Cooperation on Transformation of Scientific and Technological Achievements in Ecological Environment Based on Social Network Analysis
It is urgent to find the optimal strategy for the government to promote the transformation of sci-entific and technological achievements of ecological environment,to force enterprises and to motivate sci-entific research institutions to actively participate in the transformation of sci ntific and technological a-chievements.First,the paper built a practical index system of factors affecting tripartite cooperation and developed its reality influencing factors questionnaire based on the internal logic analysis of the effective cooperation from the government,enterprises and research institutions.Secondly,a social network model was used to quantitatively analyze the impact mechanism of effective tripartite cooperation on the trans-formation,and to identify the key realistic influencing factors.Finally,based on the empirical analysis re-sults and the existing problems of the transformation,such as lack of transformation power,poor trans-formation channels and low transformation efficiency,policy suggestions on the optimization path of the transformation were put forward from the participation of the government,enterprises and scientific re-search institutions.
