摘要
为了防范特种设备缺陷产品导致的人身伤亡和财产损失事故,迫切需要建立健全特种设备召回制度.文中从阐述缺陷等基本概念入手,在借鉴国外召回管理经验和我国消费品召回管理规定的基础上,开展缺陷特种设备召回信息管理、缺陷调查、缺陷确认、召回方式、召回流程以及召回效果评估等方面研究,提出我国特种设备召回制度建设建议,推动企业主动提高技术水平和产品质量.
Abstract
To avoid personal injury and property loss caused by defective special equipment,it is urgent to establish and improve the recall system of special equipment.In this paper,based on explaining the basic concepts such as defects and drawing lessons from foreign recall management experience and Chinese regulations on consumer goods recall management,the information management,defect investigation,defect confirmation,recall mode,recall procedures and recall evaluation of defective special equipment are studied,and suggestions on the construction of special equipment recall system in China are put forward,with a view to promoting enterprises to actively improve their technical level and product quality.
