摘要

在目前提倡绿色低碳环保的环境下,全寿命周期成本估量已被纳入到成本计算中.在工程、装备的招标的评标体系中的评标方法以及权重的分配等可以考虑不同因素对投标人情况进行打分和评价进而获得最优的选择.文中通过研究目前主流评标体系和趋势,分析不同评标体系所考虑的因素、相应的权重分配以及得分计算方法并总结出相应的公式;进而从应标方的角度分析各种评标体系、评价因素以及权重的影响并提出了基于预估的中标报价范围计算公式供参考;最终分析了融入全寿命周期考量的评标体系及招标人的自我完善措施.

Abstract

Currently,we advocate green,low-carbon and environmentally friendly living styles,and whole life cycle cost estimation has been included in cost calculation.In the bid evaluation system of engineering and equipment bidding,different factors can be considered in the bid evaluation method and the distribution of weights to score and evaluate the bidders'situation and then get the best choice.In this paper,by studying the current mainstream bid evaluation systems and trends,the factors considered in different bid evaluation systems,the corresponding weight distribution and score calculation methods were analyzed and the corresponding formulas were summarized.Then,from the perspective of the bidder,the influence of various bid evaluation systems,evaluation factors and weights were analyzed,and the formula for calculating the bid-winning quotation range based on prediction was put forward for reference.Finally,the bid evaluation system and the bidder's self-improvement measures that integrate the whole life cycle factors were analyzed.
