摘要
在现有日俄战争史对俄方的研究中,有关旅顺港和"关东州"战前准备情况的研究存在明显空白.旅顺港是19世纪末20世纪初唯一远离俄国本土的海上要塞,也是关东地区通往北京的要冲.由于俄方在要塞建设和整训部队上缺少管理经验和统一协调的政策,致使日俄战争爆发前俄方做出一系列掩盖、姑息而非从根本上解决问题的措施,进而削弱了要塞的战斗力.
Abstract
In the existing studies on the Russian side of the Russo-Japanese War,there is an obvious gap in research on the prewar preparations for Port Arthur and the"Kwantung Leased Territory".Port Arthur was the only sea fortress far away from Russia mainland in the late 19th and early 20th centuries,and it was also the strategic pass to Beijing in the Kwantung region.Due to the lack of management experience and unified policies for fortification construction and the training of troops on the Russian side,a series of prewar measures were taken by the Russian side to cover up,tolerate and not to fundamentally solve the problems,thus the fortress's combat effectiveness was wenkened.
