疫情冲击下日本公共交通行业境况及应对措施研究

摘要
在新型冠状病毒感染疫情冲击下,日本公共交通行业运营商及日本政府采取了一系列措施应对公共交通行业运量骤减的问题.其中最重要的是公共交通运营商跨行业合作和开发新服务,政府通过发放补贴、制定法律及政策支持公共交通可持续发展,双管齐下落地了多项措施.这些措施帮助日本公共交通行业渡过了艰难的疫情时期,并为疫情结束后的盈利多元化作了良好的铺垫.在此过程中,日本相关部门长期以来所做的数据统计与调查工作,以及公共交通运营商和政府部门迅速敏捷落实多项应对措施的做法具有很好的借鉴和启示意义.
Abstract
Under the impact of the COVID-19,Japan's public transport industry operators and the Japanese government have taken a series of measures to deal with the problem of the sudden decline of public trans-port volume.The most important among them is the cross industry cooperation and development of new services among public transportation operators.The government has implemented multiple measures through distributing subsidies,and formulating laws and policies to support the sustainable development of public transportation.These measures helped Japan's public transport industry overcome a difficult epi-demic period,and laid a good foundation for profit diversification after the end of the COVID-19 epidemic.During this process,the long-term data statistics and investigation work carried out by relevant Japanese departments,as well as the quick implementation of multiple countermeasures by public transportation op-erators and government departments,have provided good reference for China.
