随着国际社会进入新的动荡变革期,"多重秩序世界"也开始浮现,并集中反映在世界安全秩序、世界经济秩序、世界数字秩序相互映射和叠加之中.一方面是世界秩序多重叠加不可避免,另一方面是世界秩序分层结构特征依然明显,在此背景下的世界秩序之争必然催生战略大博弈和战略大整合.再次将"外交政策第一"奉为核心战略信条的日本,在与国际体系及其主导性大国的互动中,其世界秩序观得以生成,并以独特的方式作用于国际体系本身.随着新的一轮世界安全秩序、经济秩序和数字秩序之争同步展开,日本作为美西方的一员和地缘政治的作用对象不可避免地被卷入其中,其基本战略选择既体现了自身战略能动的一面,又折射出了战略局限性.
Abstract
With the international community entering a new period of turbulence and change,the"multiple order world"is emerging,which reflecting in the interplay and superimposition of the world security order,economic order and digital order.This means that multiple superposition of these orders are inevitable,while the hierarchical structure of the world orders is still obvious.In this context,the competition for world order will be bound to prompt the strategic games and strategic integrations among the countries.Among these,Japan once again regards"the primacy of foreign policy"as its core strategic creed and interacts with the international system and its leading powers,while its view of world order was generated and acted in a unique way on the international system itself.As a new round of disputes over the world security order,economic order and digital order unfold simultaneously,Japan,as a member of Western countries and the object of geopolitics,is inevitably involved.Japan's basic strategic choice not only reflects its strategic dynamic,but also reflects its strategic limitations.
