日英海洋安全合作的演变及特征

摘要
日英同为四面环海的岛国,两国安全关系具有深刻而鲜明的海权属性.20世纪初,日英两国曾签订过三次《日英同盟条约》,后在二战中成为对手.20世纪70年代后,鉴于日英海军合作的传统以及日本逐渐将发展海军力量作为实现"军事安全自主"的主要途径,日英之间保持着持续而有限的海军交流与合作.进入21世纪,日英在涵盖海军防务合作机制、海军演习、海军防务装备与技术等方面的海洋安全合作明显深化,主要动因是日英外交和安全政策的调整,以及共同维护"印太"地区海洋利益、维护"基于规则的海洋秩序"以及支持美国对华海上竞争的需要.日英海洋安全合作显现出四个重要特征:日英同盟的实质为海权同盟、海洋安全是影响日英安全关系发展脉络和走向的关键因素、以维护"印太"地区海上交通线为战略重心、以针对欧亚大陆强国为战略目标.未来,日英将在"印太"海域加强双边海洋安全合作,同时建立"多边海洋同盟",并成为北约"印太化"的"摆渡者".
Abstract
As island nations surrounded by the sea on all sides,Japan and the United Kingdom have a profound and distinct maritime security relationship.In the early 20th century,Japan and the UK signed three Anglo-Japanese Alliance treaties,but later became opponents in World War Ⅱ.After the 1970s,in view of the tradition of Japan-UK naval cooperation and Japan's gradual adoption of naval force development as the main way to achieve"military security autonomy",Japan and the UK have maintained continuous and limited naval exchanges and cooperation.In the 21st century,Japan and the UK have significantly deepened their maritime security cooperation.The main drivers are the adjustment of Japan-UK foreign and security policies,the maintenance of maritime interests in the Indo-Pacific region,the maintenance of a"rule-based maritime order",and support for US maritime competition with China.The cooperation in maritime security between Japan and the UK has shown four important characteristics,namely,the essence of the Japan-UK alliance is a sea power alliance,the maritime security is a key factor affecting the development and direction of the security relationship between Japan and the UK,and the strategic focus is on maintaining maritime transportation lines in the Indo-Pacific region and targeting strong countries in the Eurasian continent.Looking ahead to the future,Japan and the UK will strengthen bilateral maritime security cooperation in the Indo-Pacific region while establishing a"multilateral maritime alliance",and become the"ferryman"for NATO moving towards the Indo-Pacific region.
