日本智库对"一带一路"在太平洋岛国推进的认知评析

摘要
中国与太平洋岛国在"一带一路"的框架下,取得了丰硕的合作成果,引发了日本智库的高度关注.太平洋岛国因其独特的地理位置、丰富的自然资源以及在国际舞台上的特殊影响力而长期受到日本的重视.日本智库对"一带一路"在太平洋岛国地区的推进具有正反两方面的认知.部分研究者认为中国强大的经济实力有助于太平洋岛国的环境改善与气候治理,是承担大国责任的表现,中国给太平洋岛国提供的经济援助不附加政治条件,这与西方繁杂的政治附加条件相比,对太平洋岛国而言更具吸引力.同时,也存在一些针对中国的负面声音,有研究者担忧中国强大的经济影响力会使太平洋岛国丧失发展自主性,域外大国的博弈会加剧地区形势的动荡等.日本智库对"一带一路"在太平洋岛国推进的负面认知势必会加深日本政府对"一带一路"的消极印象,影响太平洋岛国对华的整体认知,塑造日本与盟伴国家的外交议程.
Abstract
Under the framework of the"the Belt and Road Initiative",China and the Pacific island countries have achieved fruitful cooperation,which has attracted the attention of Japanese think tanks.Pacific island countries have long been valued by Japan due to their unique geographical location,abundant natural resources,and influence on the international stage.Japanese think tanks have positive and negative perceptions of the"the Belt and Road"in the Pacific island countries.Among them,positive perceptions include that some researchers believe that China's strong economic strength contributes to the environmental improvement and climate governance of the Pacific island countries,which is a manifestation of assuming the responsibility of a major country;Some researchers also believe that the economic assistance provided by China to Pacific island countries does not have political conditions attached,which is more attractive to Pacific island countries compared to the complex political conditions in the West.At the same time,there are also some negative voices against China.Some researchers are concerned that China's strong economic influence will cause Pacific island countries to lose their development autonomy,and the game of major powers outside the region will exacerbate regional instability.The Japanese think tank's negative perception of the"the Belt and Road"in the Pacific island countries will certainly deepen the Japanese government's negative impression of the"the Belt and Road",affect the overall perception of the Pacific island countries towards China,and shape the diplomatic agenda of Japan and its allies.
