摘要
乡村治理现代化是国家治理现代化的基础,是解决不平衡不充分问题的关键所在,是全面实施乡村振兴战略的客观要求,也是国家治理体系和治理能力现代化的重要内容.研究发现:(1)善治乡村的内在要求包括民主化、法制化、制度化和道德化四方面;(2)新时代乡村治理现代化存在村民主体参与不足、体制机制不完善、数字化科技鸿沟以及文化束缚等现实挑战;(3)为破除现实挑战,必须坚持党的建设根本遵循,构建多元共治治理体系、提高乡村治理法治水平、大力发展数字乡村建设,推动乡风文明建设走向新高度.
Abstract
The modernization of rural governance is the foundation of the modernization of national governance,the key to solving the problem of imbalance and inadequacy,an objective requirement for the comprehensive implementation of the rural revitalization strategy,and an important part of the modernization of China's governance system and capacity.The research shows that:(1)the inherent requirements of good rural governance include democratization,legalization,institutionalization and moralization;(2)the lack of rural governance in the new era,imperfect system and mechanism,digital technology gap and cultural constraints;(3)we must adhere to the principle of the party building,build the multi-governance system,improve the legal level of rural governance,vigorously develop the digital rural construction,and promote the construction of rural civilization to a new height.
