基于能力素质模型的新型职业农民能力建设研究

摘要
培育有文化、懂技术、善经营的新型职业农民是我国实现农业现代化的重要保障.自2012年中央一号文件提出"新型职业农民"概念以来,各地陆续开展了多轮新型职业农民培育工作,但培育工作存在目标不清、内容缺乏系统化等问题,根本原因在于未厘清新型职业农民应具备的能力素质.本文采用整体研究范式,对河南、陕西两省45位新型职业农民"行为事件"访谈,获得能力素质要素,设计核心能力素质要素问卷调查表进行要素筛选,构建新型职业农民能力素质模型,探索新型职业农民职业能力建设路径,为培育出高质量新型职业农民提高理论借鉴.
Abstract
Nurturing"literate,technically skilled and well-managed"new professional farmers is a crucial safeguard for China to realize agricultural modernization.Since the concept of new professional farmers was put forward in the No.1 Document of the Central Committee in 2012,many rounds of cultivation of new professional farmers have been carried out in various places,but there are some problems in the cultivation,such as unclear objectives and lack of systematization.The fundamental reason is that the competency and qualities that new professional farmers should possess have not been clarified.This paper adopts holistic research paradigm,interviews 45 new professional farmers'"behavior events"in Henan and Shaanxi provinces,obtains the elements of competence and quality,designs the questionnaire of core competency and quality elements to screen the elements,constructs the model of competency and quality of new professional farmers,delves into pathways for fostering their vocational ability construction,and improves the theoretical reference for cultivating high-quality new professional farmers.
