摘要
随着德宏州农村土地第二轮承包即将到期,如何合理、公平、有效地落实二轮土地承包到期后延包政策,成为今后一段时期亟待解决的问题.作者通过梳理德宏州农村土地二轮承包、确权登记颁证的情况,详细阐述农村土地二轮到期后延包的政策导向和重大意义,深入分析正确理解延包政策的基本内涵、关键本质、核心目标,提出落实延包政策的建议,以期为后续延包政策制定提供借鉴.
Abstract
As the second round of rural land contracting in Dehong Prefecture is approaching its expiration,how to reasonable,fairly,and effectively implement the extension policy has become an urgent problem to address in the coming period.By sorting out the situation of the second round of rural land contracting,registration and certification in Dehong Prefecture,this paper elaborates in detail on the policy orientation and significant implications of rural land extension after the expiration of the second round.It also delves into the essential nature,core goals and fundamental connotations of the extension policy.The paper proposes suggestions for implementing the extension policy,with the aim of providing reference for the futher extension policy
