In recent years,with the rapid development of social informatization and the increasingly severe problem of aging population,smart elderly care has been regarded as a major strategy to alleviate the challenges of elderly care services in the information society,local governments have gradually increased their attention on the construction and promotion of it.Through content analysis using NVIVO 12 Plus analysis software,a quantitative analysis of 21 smart elderly care policies selected from 2017 to 2023 in Hainan Province was conducted from the perspective of policy instruments.The results show that:the smart elderly care policy of Hainan Province exhibit uneven distribution of supply-oriented policy instruments,excessively large proportion of environment-oriented policy instruments,insufficient investment in demand-oriented policy instruments,and structural contradictions between supply and demand.
