基于科技创新能力理论及农业科技创新特征,初步构建农业科技创新能力评价体系,在此基础上通过关联度测算对初步选取的22个指标进行优化,从农业科技创新环境基础、产出能力和投入能力三方面14个指标确定海南省农业科技创新能力评价体系,并利用熵权法结合优劣解距离法(Technique for Order Preference by Similarity to an Ideal Solution,TOPSIS)对海南省2017-2021年农业科技创新能力进行评价.结果表明,2017-2021年海南省农业科技创新能力整体水平显著提升,农业发展迅速.影响海南省农业科技创新能力的关键因素包括农机机械总动力、农业类专利申请数、研发(R&D)人员全时当量.在环境基础、产出能力和投入能力三方面评价指标中,产出能力最能反映海南农业科技创新能力水平.提升海南省农业科技创新能力,应持续加大农业科技有效投入,优化农业科技创新环境,加强农业科技人才培养,提高农业科技创新产出效益及成果转化能力.
Evaluation of Agricultural Science and Technology Innovation Capabilities in Hainan Province
Based on the connotations of science and technology innovation capability,as well as the characteristics of agri-cultural science and technology innovation,22 indicators were selected to construct an initial index system for evaluating Hainan's agricultural science and technology innovation capability.The gray relational grade analysis is then used to propose an optimized index system with 14 indicators from three evaluation aspects,including the agricultural science and technology innovation environment,output capability,and input capability.Based on the optimized index system,the methods of entropy and technique for order preference by similarity to ideal solution(TOPSIS)were used to evaluate the agricultural science and technology innovation capability.The results indicated that the overall agricultural science and technology innovation capabil-ity in Hainan Province improved significantly,whereas agriculture developed rapidly.Three key factors influence the capabil-ity,including the total power of agricultural machinery,the number of agricultural patent applications,and the R&D full-time equivalent.Among the three aspects of the evaluation index system,the output capability was the most reflective one for evaluating the capability in Hainan Province.It was suggested that continuously increasing the effective investment in agri-cultural science and technology to increase the capability of agricultural science and technology innovation capability.How-ever,upgrading the innovation environment should also strengthen personnel cultivation and enhance the ability of technology achievement transformation.
