公民数字素养与技能评估体系研究与实践

在数字时代,提升公民数字素养与技能已成为我国数字化转型过程中的重要国家战略之一.我国在数字素养培养与评估方面的研究主要集中在面向大学生的数字素养能力评估与对策、提升公民数字素养策略与路径等方面,关于切实可行、可推广、易落地的公民数字素养与技能评估体系、落地方法的研究与实践非常少.为此,在梳理数字素养概念、权威公民数字素养框架、我国地方数字化人才培养实践的基础上,构建公民数字素养与技能认证标准、认证评估体系,并实现研究成果落地转化,推出数字化能力水平认证—人才数字力(DCLC-DCI)数字素养认证,形成一个可持续发展的地方公民数字素养与技能培养、认证生态系统.地方试点实践表明,认证工作取得了较好效果,为我国提升公民数字素养与技能提供了一个可借鉴的典型示范.
Research and Practice of Citizen Digital Literacy and Skill Assessment System
In the digital age,enhancing citizens' digital literacy and skills has become one of the important national strategies in China's digi-tal transformation process.The research on digital literacy cultivation and evaluation in our country mainly focuses on the evaluation and coun-termeasures of digital literacy abilities for college students,strategies and paths to improve citizen digital literacy,etc.There is very little re-search and practice on practical,scalable,and easy to implement citizen digital literacy and skill evaluation systems and implementation methods.To this end,based on the concept of digital literacy,the framework of authoritative citizen digital literacy,and the practice of culti-vating local digital talents in China,we will construct certification standards and evaluation systems for citizen digital literacy and skills,and achieve the implementation and transformation of research results.We will launch the digital capability level certification-talent digital power(DCLC-DCI)Digital Literacy Certification,forming a sustainable local citizen digital literacy and skills training and certification ecosystem.The local pilot practice has shown that the certification work has achieved good results,providing a typical example for China to improve its cit-izens' digital literacy and skills.
