With the rapid development and wide application of big data,artificial intelligence and other digital technologies,data has become an important driving force for economic and social development.Data has not only become a new type of production factor,but also triggered changes in the traditional mode of production and the relationship between the main bodies of production,so it is necessary to form a new-type production relations compatible with it In this context,the construction of new-type production relations must follow the logic of the rule of law of data,the establishment of a clear system of data property rights,a reasonable system of data circulation,and a fair system of distribution of data rights and interests.To this end,it is necessary to formulate comprehensive legal norms on data,establish a coordinated cross-sectoral data governance mechanism,promote responsible innovation in data technology,and build a digital rights redress mechanism.
