State governance relies on the analysis and judgment of empirical facts.Since the Third Plenary Session of the 18th Central Committee of the Communist Party of China,the modernization of the state governance system and governance capacity has not only been highly valued in policy practice but has also received extensive attention in social science research.Currently,there is insufficient dual linkage in both governance practice and empirical social science research:firstly,the linkage between governance practice and empirical social science research is inadequate;secondly,there is a lack of linkage between the"ought"research and the"is"research in social sciences.Strengthening this"dual linkage"requires enhancing the empirical foundation of state governance and conducting scientific research on"what""why"and"how"of social facts in contemporary Chinese economic and social operations.Policy research and governance practices should be based on these scientific studies.
