The concept of China's path to modernization exhibits a strong care for"people",suggesting an attempt to construct a grand narrative of China's path to modernization based on the China's human rights discourse.Specifically, this narra-tive encompasses four dimensions. The first three dimensions explain, from the philo-sophical foundation, practical principles, and China's global strategies on human rights, why China's path to modernization must inherently focus on three fundamental characteristics:a large population, comprehensive and harmonious development, and a peaceful development path.Firstly, the Marxist materialist attribute of China's human rights indicates that the specific focus of China's human rights development is on people in exact historical and social practices. Therefore, the primary concern of China's path to modernization is the issues regarding to human today, particularly the challenges posed by a large population, such as insufficient labor supply, high employ-ment pressure, and regional development imbalances.Recognizing the critical signifi-cance of population issues for the development of China's human rights endeavors is the primary test for advancing China's path to modernization.Secondly,in China's human rights practices, the principle of"promoting comprehensive human develop-ment"and the"comprehensive and harmonious"characteristics of China's path to modernization are mutually prerequisite:promoting comprehensive human develop-ment necessarily requires China's path to modernization to balance comprehensive-ness and harmony.Only a comprehensively and harmoniously developed path to China's modernization—characterized by common prosperity, coordination of mate-rial and spiritual civilization, and harmonious coexistence of humans and nature—can fulfill the pursuit of"comprehensive human development"on the path to China's human rights.Thirdly,China's global governance on human rights emphasizes secu-rity,cooperation,and development, which determines that China's path to moderniza-tion will resolutely follow a path of peaceful development. This is jointly determined by the basic tenets of China's distinctive diplomacy as a major country, the value pur-suit of building a"community with a shared future for mankind",and the development philosophy of peaceful coexistence and common prosperity. Finally, the fourth dimen-sion of this narrative demonstrates the cultural and historical roots of the aforemen-tioned three characteristics of China's path to modernization, originating from the human rights thoughts in China's outstanding traditional culture. It reflects the Confu-cian views on human rights that unifies the individual and the collective, and the derived political order concept of"integration of family, state, and the world".It also highlights the holistic and comprehensive characteristics of human rights,with"people-oriented","moderation",and"harmony"as prominent value pursuits.
